VPS for an online course

I’m launching an online course platform for users mainly in Poland and Central Europe. My initial infrastructure budget is around €25/month, and I’d prefer a VPS located in Poland.

I’m looking at hostpro.com because they offer Poland as a VPS location and provide KVM virtualization with dedicated resources. Daily backups are also important to me because the platform will contain user accounts and course progress.

Would 4 vCPUs and 8 GB RAM be reasonable for the initial launch?
